To better understand issues relating to product loss, PESAMP also conducted visits to the following:
14th February 2017
SENSE SERVICES SDN BHD – Negeri Sembilan
responsible for the calibration of most underground tanks
road tanker calibration mainly for southern region
calibration of depot master meter
main business is upstream
During the visit, we were brief on the operating procedure for underground tank calibration (attachment link).
The team also shared ways in which ullege marker can be tampered and manipulated.
We were also invited to witness a road tanker calibration that was in process at the time.
Example of ullege marker which can be adjusted even though both seal still intact
Example of a fake ‘welded bolt’ which can be adjusted
Example of blank calibration plate

NATIONAL METROLOGY INSTITUTE of MALAYSIA (NMIM) – Sepang
Fruitful discussion with Dr. Osman Zakaria (Senior Director of NMIM) and Dr. Abdul Rahman Mohamed (Deputy Director Flow Group)
Our National Metrology Institute of Malaysia is under SIRIM and is responsible for:
Roles of NMIM relevant to our industry:
Provide traceability using API standards for master meter and prover tank calibration. Audit carried out once a year.
T-Ruler calibration
NMIM, KPDNKK and MCM have meetings every couple of months to solve any problem that may arise.
Key notes from the discussion:
Proposal by Metrology Corporation Malaysia (MCM) to conduct road tanker calibration once every 3 years instead of 5 years currently.
Action plan:
PESAMP through PDAM will write in to support this proposal
MCM was setup in 2005 and till now do not possess any standard operating procedure (SOP) or official guidelines on road tanker calibration. They do however have an internal memo/circular which cannot be shared.
Action plan:
PESAMP through PDAM will write in to KPDNKK to initiate a proper guideline/SOP to be establish which will facilitate standardization, traceability and accountability with regards to road tanker calibration done nationwide.
